The concept of “nation”

The Parliamentary Assembly,

Considering that the concepts of "nation" and "people", and that of "national minority" can have different meanings and consequences in the European political and legal tradition, instructs the Committee on Legal Affairs and Human Rights to prepare a report on the use of such concepts and terms in constitutional and legislative texts, and the relation of such terms to the definition of citizenship of cultural, linguistic or ethnic minorities in kin-states.
