Situation of the rights of national minorities in Ukraine

Motion for a resolution

presented by Mr Prisacăru and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

      The Parliamentary Assembly:

1.       Referring to the Resolutions 1179 (1999), 1194 (1999), 1244 (2001), 1262 (2001), 1346 (2003) and to the Recommendations 1395 (1999), 1416 (1999), 1513 (2001), 1538 (2001) and 1622 (2003) on the honouring of obligations and commitments by Ukraine;

2.       Taking note of the Opinion on Ukraine of the Advisory Committee of the Framework Convention on National Minorities and of the Resolution of the Committee of Ministers ResCMN (2003) 5 on the implementation of the Framework Convention for the Protection of National Minorities by Ukraine;

3.       Concerned about the fact that the rights of persons belonging to national minorities are not observed in Ukraine and that the commitments undertaken by Ukraine in accordance with the provisions of the Framework Convention are not fulfilled as the concrete situation of the Romanian minority inter alia proves,

i.       asks the authorities of Ukraine to fully observe the provisions of the international instruments ratified relevant for the protection of national minorities;

ii.       asks the authorities of Ukraine to observe the rights of the persons belonging to national minorities, particularly in the sphere of education and the freedom of expression;

iii.       decides to closely monitor the situation of national minorities in Ukraine.
