Human Rights of mentally disabled people

Motion for a resolution

presented by Mr Bruce and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

      The Parliamentary Assembly notes the number of people in member states detained in institutions for the criminally insane or sectioned for detention under mental health legislation and expresses its concern at the conditions which exist in some of these institutions many remotely located.

      In particular the Assembly believes the European Convention on Human Rights may be breached on a number of counts.

      The Assembly therefore calls for a review of conditions in such institutions, especially with regard to the rights of those detained to have their cases objectively reviewed, to assess the conditions of detention with regard to nutrition, heating and ventilation, access to family life and to make recommendations that could lead to a review of conditions and the rights of those detained in this way.
