Destruction of Bam and the lessons to be drawn from it

This written declaration commits only the members who have signed it
1. On 27 December 2003 an earthquake devastated the historic Iranian city of Bam, causing many deaths and destroying the fortress which dated back more than 2000 years and was the world’s largest mud brick structure.
2. The Parliamentary Assembly of the Council of Europe expresses its sorrow and solidarity to the Iranian people.
3. The Council of Europe has already addressed the risk of such disasters by adopting the “Europa major hazards” partial Agreement and our Parliamentary Assembly dealt with the problem of natural disasters and the heritage in its Recommendation 1042 (1986).
4. The Parliamentary Assembly asks the Council of Europe and European countries and organisations to co-operate with Unesco in providing their full support to Iran in order to help the people of Bam and identify, preserve and restore the city’s prestigious cultural heritage.
5. The destruction of Bam has drawn attention to the many other towns along the ancient Silk Route between Europe and the East. The European and Asian countries concerned must take concerted action to protect these major cultural sites from the threats of destruction facing them.
6. The Parliamentary Assembly supports Unesco’s stated intention of redirecting its policy of protection of the world heritage towards preventive protection measures. It asks that this new approach should be speedily translated into action.
