The Parliamentary Assembly of the Council of Europe
1. Refers to its Resolution 1353 (2003) and Recommendation 1619 (2003) on the future of democracy; strengthening democratic institutions and recognizes the importance of further work by the Council of Europe in this field;
2. Resolves to pursue work, in co-operation with the Venice Commission and other bodies of the Council of Europe, towards:
a. a code of good practice for political parties and their members;
b. guidelines for petitions, popular initiatives and referendums, in particular at local and regional level;
c. model rules of procedure for parliamentary bodies, with particular emphasis on methods of parliamentary consultation and the participation of the public;
3. Resolves to prepare a critical analysis of the functioning of democratic institutions in Europe and the development of civil society, with the aim of recognizing new challenges to democracy as well as possible new responses to those challenges.
