Withdrawal of military forces of the Russian Federation from the Eastern districts (Transnistria) of the Republic of Moldova

This motion has not been discussed in the Assembly and commits only the members who have signed it
1. In 1992, the military forces of the 14th Army of the Russian Federation have planned, led and directly participated to the armed aggression against the Republic of Moldova.
2. From the ammunition dumps of the Russian 14th Army, different types of weapons have been taken out and over 20,000 Russian mercenaries who fought within the paramilitary units of the separatist regime in Tiraspol have been equipped with.
3. After the aggression war, the Russian Federation, upon strong pressure from the international community, on the occasion of the OSCE Summit in Istanbul, voluntarily assumed the obligation to withdraw in order on Russia’s territory the entire military arsenal from the Eastern districts of the Republic of Moldova.
4. The authorities of the Russian Federation on purpose prevaricated for 5 years the evacuation of
the 14th Russian Army from Moldova, conditioning this withdrawal by the recognition de facto of the separatist regime of Tiraspol.
5. Taking all this into consideration, the Assembly calls on the Russian Federation:
-
to immediately and unconditionally withdraw the entire personnel and military arsenal from the Republic of Moldova, according to its engagements taken on the occasion of the OSCE Summit in Istanbul and Porto;

to allow immediately and unconditionally inspections of the OSCE military experts on its military bases dislocated on the Republic of Moldova in order to evaluate the ammunition, weapons and military techniques stocks and to set up a permanent monitoring of the evacuation of this arsenal;

to immediately cease to provide economic, military and political help for the separatist regime in Tiraspol;
-
to disarm the paramilitary units of this separatist regime by withdrawing the entire arsenal to the Russian military bases.
6. The Assembly calls on the Committee of Ministers to include on the agenda of its next meeting a debate on the withdrawal of the 14th Army of the Russian Federation from the Republic of Moldova.
