Motion for a recommendation
presented by Mrs Vermot-Mangold and
others
This motion has not been discussed in the Assembly and commits only the members who have signed it
The Assembly,
Having regard to its Recommendation 1335 (1997) on the refugees and displaced persons in Transcaucasia, and Recommendation 1570 (2002) on the situation of refugees and displaced persons in Armenia, Azerbaijan and Georgia;
Stressing that observance of the human rights of refugees and displaced persons is an essential aspect of the human rights question in general,
Recalling that the right to return is one of the basic rights of refugees;
Concerned with the dramatic humanitarian situation of thousands of refugees and displaced persons in the region, many of them living in camps in unacceptable conditions and in full dependence on insufficient humanitarian assistance for over ten years and with no prospects for the future;
Concerned by the fact that measures are not taken to avoid the settlement of non-indigenous populations in the occupied territories;
Concerned by the considerable reduction in international humanitarian aid as a result of “donor fatigue”, and lack of sufficient number of development programmes aimed at promoting self-sufficiency among displaced and local vulnerable population;
Aware that a final solution of the refugee situation in the region, and in particular the possibility of their return to home areas depends on the peace settlement of the various conflicts,
Convinced that certain issues of humanitarian nature should be resolved irrespective of political considerations,
Unsatisfied with the reply of the Committee of Ministers to Recommendation 1570 (2002) adopted on 5 February 2003, and convinced that more concrete action and measures should be undertaken;
Therefore, the Assembly and the Committee of Ministers should:
i. assess the progress made by the three republics in accomplishment of Recommendation 1570 (2002);
ii. urge the three republics concerned:
a. to undertake concrete measures with a view to improving the humanitarian situation of refugees and displaced persons;
b. to refrain from instrumental use of refugees for political aims;
c. to continue their efforts aimed at the peaceful settlement of the conflicts in the region with a view to guarantee return of all refugees and displaced persons to their places of origin if they wish so.
