Appeal to the United Nations Organisation, "G8", European Bank of Reconstruction and Development (EBRD) and other international organisations on strengthening efforts to overcome the Chernobyl accident effects

On 26 April 2004, it is 18 years since an unprecedented by its scale techno-genetic catastrophe of the 20th century has occurred. It caused thousands of human deaths and made many others live in constant anxiety for their future.
Of special concern is the Shelter facility, under which approximately 200 tons of unmanaged nuclear fuel still remains. The Shelter is practically at the end of its resources and every day is losing its protective capacity.
In accordance with the Ottawa 1995 Memorandum and hoping for the promised assistance from the "G8", Ukraine has complied with its international commitments having decommissioned the Chernobyl nuclear power plant ahead of term. However, Ukraine has practically remained without financial assistance, with a considerable electrical energy shortage and several thousand highly qualified staff out of work.
That is why Ukraine is compelled to finalise the Rivne and Khmelnitskyi nuclear plants’ blocks by itself.
The undersigned PACE members call on the UNO, "G8" leaders, EBRD and other international organisations to give the concrete assessment of Ukraine’s possibilities and to honour the obligations given to mankind to take positive decisions regarding grants and credits related to the Chernobyl plant decommissioning and the most speedy overcoming of the accident’s effects.
