Education in the field of human rights

Human rights are universal and indivisible. They apply to every individual human being in the whole world. As human rights apply to individual human beings, it is the responsibility of states and governments to ensure that they are respected.
Human rights are fundamental rights that apply to:

political and civil freedoms and rights;
-
economic, social and cultural rights and
-
entitlement to protection against abuse.
Right up until the end of the Second World War it was considered every state’s sovereign responsibility to decide how people residing in the state should be treated. The principle of non-interference was applied. Hitler’s incomprehensible cruelty even towards his own population was to change this view: it was no longer possible to rely on the fact that states would respect basic human rights.
An international framework intended to protect human rights was conceived approximately 50 years ago. This means that human rights have become a matter of international concern, making it possible to deal with serious breaches of human rights and international law.
As politicians, we face the challenge of increasing knowledge and awareness of human rights among members of the public. The Parliamentary Assembly of the Council of Europe should therefore encourage governments to introduce compulsory education in schools at different levels to further respect for human rights. Increased knowledge of human rights will help to realise the goals and principles of international human rights conventions.
