The Bologna process is recognised as the most important and wide-ranging reform of higher education in Europe since 1999. The process is aimed to establish common principles of recognition of the students’ qualifications. For the moment many of the Central and Eastern European states turned out to be excluded from the process though their systems of higher education meet the highest world standards. The situation can deteriorate for these countries after the year 2010, when the reforming of the internal systems of the higher education in the countries that have already subscribed supposed to be completed.
The Assembly considers it necessary to examine the problem in order to propose the concrete different measures to be taken in order to improve the situation with the accession of the Central and Eastern European states – Council of Europe members – to the Bologna process.
