The concept of preventive war and its consequences for international relations

Motion for a resolution
presented by Mr Blankenborg and others
This motion has not been discussed in the Assembly and commits only the members who have signed it
The Assembly,
- recognising that the evolving security environment in the world creates new challenges, and that recourse to traditional diplomatic means has proven insufficient to deal with some of them;
- recalling that in several cases where the international community has intervened to halt or avert large-scale human sufferings considerable progress has been made;
- observing that recently, in particular following the attacks carried out on 11 September, the threat of international terrorism and the concentration of significant military capabilities in the hands of “rogue states” has led to a new thinking which can be qualified as “unilateral interventionism” and which attained, in the case of Iraq, the character of “preventive law”;
- taking into consideration that to obtain the necessary degree of legitimacy, the use of force should be based on international law;
- invites the governments of the member states to reflect together upon the consequences of this development in international relations, with a view to determine to what extent a direct action for regime change in a given country can be politically sustainable and morally justified.
