Use of national symbols with respect to others

Freedom and mutual respect are basic values of the Council of Europe’s member states. Symbols are used by nations, states, groups, governmental and non-governmental organisations and institutions in order to express and differentiate their messages.
On the one hand, many symbols are used in the 45 member states of the Council of Europe, and procedures for obtaining authorisation of these and policies on how and when to use them vary widely. On the other hand, the symbols used may offend the sensitivities of individuals or groups.
The Council of Europe should therefore review this matter and draw up a recommendation to its member states on the kind of measures that could be taken to maintain both values (freedom of self-expression and mutual respect) at the same time.
