Need to step up EBRD funding for work to deal with the aftermath of the Chernobyl disaster

            The worst technological catastrophe of the 20th century, namely the Chernobyl nuclear power plant disaster, caused huge and extremely serious problems in humanitarian, environmental, social, economic and medical terms, which demand increased national and global co-operation in this area.

            In accordance with the memorandum of understanding signed by the governments of the G-7 countries, the European Commission and the Ukrainian government in Ottawa in 1995, Ukraine closed down the Chernobyl power plant ahead of time and gave up the world’s third-largest nuclear arsenal, thereby making a substantial contribution to peace and security.

            Unfortunately, the European Commission, the G-7 countries and the EBRD are not honouring the undertakings made when they signed the memorandum.

            Between 1998 and 2004, the Parliamentary Assembly has repeatedly (Doc. 8089, 8386, 8787, 9055 and 10153) drawn the EBRD’s attention to the need to step up the funding for the work to deal with the aftermath of the Chernobyl disaster.

            The EBRD’s delay in allocating the funding needed for the damaged facilities and decommissioning them by the date provided for is posing a nuclear threat both to Ukraine and also to the countries of central and eastern Europe.
