Taking account of the best interests of the child, as defined in the Hague Convention,

Bearing in mind the specific situation in certain European countries that are in the midst of democratisation and need to take on board the European approach to child welfare,

Taking account of the wide range of legislation on adoption, in particular international adoption, and the need to harmonise legislation at European level and for joint action aimed at ensuring the wellbeing and protecting the fundamental interests of children,

The Parliamentary Assembly calls on the relevant committee to study the possibilities for establishing, in co-operation with all the European institutions and organisations involved in this area, a European Adoption Agency/Monitoring Centre.
