1. The post-monitoring dialogue, being the most recent procedure introduced by the Assembly in 2000, has proven to become a potentially very important instrument to ensure compliance with the member states’ obligations and commitments undertaken upon accession to the Council of Europe.
2. The main goal of the post-monitoring dialogue is to prevent possible inhibition or even reversal of the progress achieved during the monitoring procedure, and to resolve the problems remaining after the closure of the monitoring.
3. In the meantime, the vagueness of the rules governing the conduct of the post-monitoring dialogue, provokes insufficient openness and transparency, puts disproportionate burden on the chairman of the Monitoring Committee, and thus undermines the effectiveness of the post-monitoring dialogue.
4. Therefore, the Assembly decides to elaborate and adopt clear rules with the aim to ensure the maximum effectiveness of the post-monitoring dialogue.
