The restriction of the use of firearms in peacetime within the member states of the Council of Europe

This motion has not been discussed in the Assembly and commits only the members who have signed it

The Parliamentary Assembly of the Council of Europe:

Emphasizing its commitment to the fundamental human right to life;

Noting with satisfaction the abolishment of death penalty in the Council of Europe member states;

Expressing its deep concern about deprivation of life of people as a result of legal use of firearms for self-defence or in performing their duties provided for by law in the services of police, national security, custody and other structures;

Noting the use of firearms particularly for self-defence, protection of life, health and property of other people, maintaining of public order, detaining of offenders and that for these purposes only arms which do not kill but temporarily paralyse (make immovable, put person to sleep, etc.) could be used;

Calls on Council of Europe member states’ governments to consider the matter of drafting an Action Programme including a relevant Convention strongly restricting within the country in peacetime the use of firearms which kill and replace them with arms that temporarily paralyse.
