Settlement of civilian population by Armenia in the occupied territories of the Republic of Azerbaijan

Expressing particular concern over the facts of transfer by Armenia of hundreds of its civilian persons into the occupied territories of the Republic of Azerbaijan,

Noting that such kind of actions strictly contradict the Geneva Convention relative to the Protection of Civilian Persons in Time of War, Article 49 of which stipulates that “the occupying power shall not deport of transfer part of its civilian population into the territory it occupies”,

Underlining that carrying out this transfer policy Armenia manifestly neglects Recommendation 1570 (2002) of the PACE, which urges the Armenian authorities not to give its refugees and displaced persons access to the lands in the occupied territories of the Republic of Azerbaijan,

Mr. Seyidov asks the Committee of Ministers:

What kind of urgent measures can be taken by the Committee of Ministers to prevent Armenia from further continuation of settlement of its civilian persons in the occupied territories of the Republic of Azerbaijan.
