This motion has not been discussed in the Assembly and commits only the members who have signed it


            The major goal of a draft European convention on election standards, electoral rights and freedoms is to combine in one international legal act the experience of legal regulation and conduction of democratic elections in the member states of the Council of Europe as well as to spell out and elaborate on the provisions of Article 3 of Protocol 1 to the European Convention for the Protection of Human Rights and Fundamental Freedoms.

            Preparation of such a draft is accounted for by the need to give a clearer definition of international legal framework of modern democratic electoral process in Europe, to overcome contradictions and redundancies in rulings and recommendations of different international organisations, as well as to confer obligatory force under international law to democratic election standards.
