  Judge-Candidate</font></span></b></p>
  <p align="justify"><span lang="EN-GB"><font size="2">In course of the 
  above-mentioned period, in order to become a judge, I applied, after 
  graduation of law studies, for the post of the Judge-Candidate. During that 
  period, I went through all kinds of court work. I've got practice and 
  experience of the circulation of a court file from its registration through 
  its handling by court administration up to court proceedings, trial and final 
  judgement. During this period, under supervision of professional judge, I 
  studied files, cases (criminal and civil), I prepared all necessary and 
  relevant documentation for proceedings, drafted concepts of simple decisions 
  and judgements, but also attended court hearings in order to see procedural 
  rules in practice. In the meantime, I had to study national legislation, 
  national case law (of the Supreme Court of the SlovakRepublic) and I had to 
  attend seminars organised for candidates on regular basis. At the end of this 
  preparatory period, I had to pass required by legislation tests and exams, 
  organised by the Ministry of Justice and Supreme Court. This period was 
  finalized by passing the final judicial exam, after which I was elected by the 
  Slovak Parliament for the post of the judge. </font></span></p>
  <p align="justify"><b><span lang="EN-GB"><font size="2">1986 - 1989</font></span></b></p>
  <p align="justify"><b><span lang="EN-GB"><font size="2">Post of First Instance 
  Court Judge</font></span></b></p>
  <p align="justify"><span lang="EN-GB"><font size="2">I started to work as the 
  first instance judge, appointed to the District Court in Bratislava, the court 
  of first instance, where I dealt with civil cases. I did typical judge&#146;s 
  activities, e.g. I studied court complaints lodged, afterwards I put together 
  relevant evidence, I conducted court hearings, interviewed parties of the 
  cases, witnesses, asked for expert's opinions and reports, took into 
  consideration all relevant facts, made legal analysis and finally, I was 
  taking and pronouncing judgements at the first instance. Another part of my 
  daily activities was drafting the court judgements and other kinds of court 
  decisions, I took as the judge, including well-designed motivations/reasoning. 
  Accordingly, I continued to study all kind of legislation and Supreme Court 
  case law. In addition to this, from time to time I published an article in one 
  of law magazines available, related to legally interesting issue I dealt with.</font></span></p>
  <p align="justify"><b><span lang="EN-GB"><font size="2">1990 - 1994</font></span></b></p>
  <p align="justify"><b><u><span lang="EN-GB"><font size="2">Post of Appeal 
  Court Judge</font></span></u></b></p>
  <p align="justify"><span lang="EN-GB"><font size="2">In 1990, I was re-elected 
  by the Parliament to the Court of Appeal (court of second instance) in 
  Bratislava as an appeal judge. I dealt with civil, and later on (since 1992) 
  also with administrative cases. In addition to my agenda, I was the appeal 
  judge, specialised on the Law of Intellectual Property related cases and the 
  Labour Law related cases. Similarly to my previous activities at the court of 
  first instance, but now at the appeal instance, I continued in standard 
  judge&#146;s activities. I dealt with revision of first instance procedures and 
  decisions. I studied appeals, first instance court files, I co-ordinated the 
  work with other judges in the appeal senate/chamber (three judges in one 
  appeal chamber), I held court hearings, interviewing parties of the case, 
  appointed and examined experts if needed, drafting decisions/judgement 
  including motivations / reasoning. In the meantime, before Slovakia acceded 
  (succeeded after the Czech and Slovak Federal Republic) to the European 
  Convention on Human Rights, I started to have an interest in human rights as 
  such, including the European Convention on Human Rights. In addition to said 
  above, as one of the few Slovak judges, I started to familiarise with the 
  ECHR's case law and to organise seminars for Slovak judges, in cooperation 
  with the Council of Europe and with support of ECHR judges, focusing on the 
  European Convention of Human Rights and Court&#146;s case law (see under III/b).</font></span></p>
  <p align="justify"><span lang="EN-GB"><font size="2">Since July 1994, I have 
  started to work with UNHCR, but my judges' post at the Appeal Court has been 
  preserved (see below). </font></span></p>
  <p align="justify"><b><span lang="EN-GB"><font size="2">b. Details of 
  non-judicial legal activities</font></span></b></p>
  <p align="justify"><b><span lang="EN-GB"><font size="2">1994 &#150; 2004</font></span></b></p>
  <p align="justify"><b><u><span lang="EN-GB"><font size="2">Legal Officer, 
  United Nations High Commissioner for Refugee Office</font></span></u></b></p>
  <p align="justify"><span lang="EN-GB"><font size="2">In the mid of 1994, I 
  succeeded in the competition for the post of the Legal Officer of the United 
  Nations High Commissioner for Refugees Office (UNHCR). Since that time, I've 
  been posted at UNHCR Representation in Bratislava, but at the same time my 
  judges' post has remained preserved. That gave me a great opportunity on the 
  one side to stay in contact with Slovak authorities including national 
  judiciary and to monitor all developments of the national legislation. On the 
  other hand, to gain knowledge and experience in the field of human rights with 
  focus on asylum seekers and refugees. </font></span></p>
  <p align="justify"><span lang="EN-GB"><font size="2">As the Legal Officer, on 
  the national level, I commented drafts of national legislation and 
  administrative practice, relating to foreigners, residency, minorities and 
  refugees, also from the point of view of harmonisation with international 
  standards (UN, CE), I prepared legal UNHCR's opinions and standpoints in 
  selected cases, which were sent to administrative or judicial bodies dealing 
  with asylum cases at all levels (administrative and executive bodies, 
  judiciary, Supreme Court, Constitutional Court), where, inter alia, I argued 
  also by ECHR's case law (in particular case law related to Articles 3, 5, 6 
  and 8 of ECHR). As a part of UNHCR's Representation in Slovakia, I came into 
  contact with different kind of the highest national institutions, the 
  Parliament, the Government, the Constitutional Court, ministries etc., but 
  also I digested the &#147;field work&#148; concerning human rights, in direct contact 
  with asylum seekers and refugees, including in some of Eastern European 
  countries (Moldova, Ukraine), from whom I got their perspectives and views on 
  life and human rights. In addition, I delivered lectures and other educational 
  activities on human rights for judges, administrative officials, lawyers, 
  police officials, border guards etc. not from Slovakia only but also from 
  other Central and Eastern European countries. My lectures were focusing on the 
  International Protection of Human Rights with focus on refugees, including 
  protection offered by the Council of Europe system, besides UN or European 
  Union systems. </font></span></p>
  <p align="justify"><span lang="EN-GB"><font size="2">On the international 
  level, I have had the opportunity to come into contact with a wide range of 
  different international institutions (Council of Europe, European Commission) 
  and non-governmental organisations (Amnesty International, International 
  Helsinki Federation, Minority Rights Group etc.), dealing with human rights. A 
  part of my job was also to deal with human rights protection tools and 
  instruments of other systems, e.g. United Nations conventions, UNHCR EXCOM 
  Recommendations etc., which I applied in my daily work. A part of my job was 
  also to assist the Slovak Government, but sometimes also to the Governments of 
  Central and Eastern European countries in institution building process aiming 
  to build functioning and effective asylum system (e.g. my missions to Moldova 
  with the purpose to train and lecture Moldovan judges, prosecutors, lawyers, 
  immigration officers in the field of human rights, refugee protection etc.).&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

  <p align="justify"><font size="2">As the Vice-President of the Association of 
  Slovak Judges, I organised trainings for Slovak judges</font></p>
  <p align="justify"><font size="2">during indicated period. Within the frame of 
  co-operation of the Association with the Dutch Judges </font></p>
  <p align="justify"><font size="2">Association and Dutch Helsinki Committee, 
  Dutch judges were invited as lecturers and came several</font></p>
  <p align="justify"><font size="2">times to Slovakia in order to train Slovak 
  judges specificly on the European Convention on Human</font></p>
  <p align="justify"><font size="2">Rights, its Articles and its Court case law.</font></p>
