The humanitarian situation in Sudan

            Violence, killings and rapes by armed groups in Darfur (Sudan) have caused the displacement of 1.4 million people.

            Around 190,000 refugees have been moved into Chad; tens of thousands are still scattered along the border, with no assistance. In Darfur, internally displaced persons continue to suffer attacks by the militia; they survive in poor living conditions with no clean water, adequate shelter or sanitation facilities, while insecurity is preventing humanitarian agencies from carrying out their work.

            Alarmed by this humanitarian crisis, the undersigned PACE members call on:

1.         Council of Europe member states to give a positive response to the UN consolidated funding appeal;

2.         the governments of Chad and Sudan to ensure the security of the refugee and displaced population;

3.         the Government of Sudan to:

i.          facilitate access to and movement throughout its territory for humanitarian agencies and ensure security of their staff;

ii.          conduct effective investigations into violent acts against civilians and prosecute those responsible;

iii.         establish conditions for a safe and durable return of refugees and displaced persons to their homes;

4.         the Council of EuropeNorth-SouthCenter in Lisbon to include the humanitarian situation in Sudan among its activities.
