The Republic of Haiti, which this year commemorates 200 years of independence, is in the throes of a veritable tragedy.
Haiti was the first black republic, founded by slaves in revolt, and has won renown through the vigour and originality of its culture, its painters and its writers.
But its history has been marked by a succession of dictatorial regimes, which have failed to develop the country and plunged the Haitian people into poverty.
After carrying the hopes of the people and firing the expectations of the international community, President Aristide's regime collapsed after descending in its turn into violence.
The HaitianState has to be rebuilt. Owing to the state of poverty and the resulting dramatic deforestation, the recent flooding had disastrous affects, causing numerous deaths in the city of Gonaives.
The Council of Europe Parliamentary Assembly calls on all EuropeanStates and its observerStates to provide emergency aid for all the victims of hurricane "Jeanne".
It also asks them to take steps to ensure that the United Nations forces present on the island disarm all the illegal armed formations threatening the security of the population.
It urges the international community, through the United Nations Organisation, to grant the Republic of Haiti long-term aid, which is the only possible solution for the reconstruction of Haiti, the rebuilding of the Rule of law and the holding of free elections scheduled for 2005, thus helping this country back onto the road to development.
