of expression and media and defence of rights of journalists and of mass media

Council of Europe’s input and achievements are commendable.

observed that the majority of the problems faced by journalists are not linked
to the external factors but rather with their insufficient professionalism at
all. This tendency is taking place more in relation to media representatives
in newly democratic countries. Resulting from the collapse of totalitarian
regimes the new situation opened many possibilities for publication of
numerous newspapers and magazines where not each staff member had received
proper education in journalism. In such circumstances emerging of problems

contribute greatly to the improvement of professional level of future

establishing of permanently operating European Journalism University at the
Parliamentary Assembly of the Council of Europe. By drawing of experienced
journalists, reporters and academics in this field from 46 member states it is
necessary firstly to elaborate a programme of activities of such university
which could be built upon the best educational practices of world and European
journalism.

admission principles for young journalists from independent media, the experts
group of the Parliamentary Assembly through selection procedure would form
periodically the new journalist student groups of the European Journalism
University. While studying journalism science students of this university
would get opportunity to commit themselves to the values of the Council of
Europe and to disseminate them in their countries. Simultaneously, such
circumstances would allow them to contact frequently with the prominent
members, policy-makers of the Assembly and to acquire modern techniques of
sound and true journalism. In their turn, the young journalists would provide
in the Assembly a real and full information on media situation in their
respective countries and carry out public monitoring for democratic
development of European media.
