Strengthening the measures of solving the Transnistrian conflict (the Republic of Moldova) by changing the negotiations format and the military pacification forces in the region

Motion for a resolution
presented by Mr Ilascu and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

1.       In 1992, the military forces of the Russian Federation together with the paramilitary separatist forces from Tiraspol, conducted a military aggression towards the Republic of Moldova and took over by force its Eastern districts.

2.       After concluding the truce on 21 July 1992, the Russian military forces that fought actively on the side of the separatists proclaimed and imposed themselves as pacification military forces in the Transnistrian region.

3.       For 12 years, the so-called pacification military forces of the Russian Federation played a destabilizing role in the region, defending only the interests of the separatist regime from Tiraspol.

4.       The authorities of the Republic of Moldova ruled out any negotiation with the self-proclaimed separatist leaders from the Transnistrian region. The President of the Republic of Moldova stated that the pentagonal format of negotiations (composed of Russia, Republic of Moldova, Ukraine, Transnistria and OSCE) was no longer functional. The strategy of the conflict’s settlement proved to be wrong from the very beginning.

5.       Lately, the security in the Transnistria region visibly deteriorated. The Russian Federation, together with the separatists, attacked the schools with teaching in Latin transcription, shutting them down. In the same way, a part of the national railway and some halts were recently taken over by force. Everyday, Moldovan police representatives in the city of Tighina are subject to pressures and provocations from the separatists, forcing them to leave the city.

         Taking into account the critical situation created in the Transnistrian region, the Assembly calls:

a.       the Republic of Moldova:

         - to intensify the process of peaceful settlement of the conflict in Transnistria by changing the pentagonal format of negotiations with another one, more efficient, with the participation of other member states of the European Community;

         - to consider replacing the actual Russian so-called pacification forces with military forces from member states of the European Community;

b.       the Russian Federation:

         - to withdraw the so-called pacification forces from the Republic of Moldova on its own territory, as a consequence of their partisanship and clear destabilizing role in the region;

         - to exclude the separatist leaders from the format of negotiations on grounds of non-representativeness (the Nistrean Moldovan Republic is a non-constitutional structure);

c.       the Committee of Ministers:

         - to monitor the settlement process of the Transnistrian conflict and the respect of human rights in the region;

         - to organize a debate on the conflict in Transnistria.
