The entire second half of the 20th
century and the first years of the new millennium have proved in practice the
importance of the role that the Council of Europe plays in the
public-political life of the world. The work undertaken by this Organisation
in the building of a democratic Europe are the model pages of modern history
and in this regard there is a need to learn the honourable biography of the
Council of Europe not only from articles and books, but at the same time
through direct observation.

The establishment of a Council of
Europe museum in Strasbourg, the symbolic capital of Europe could be a
significant event in the life of this city, the Council of Europe and the
whole of Europe. Besides the expositions reflecting the path that the Council
of Europe has taken during over half a century, such a museum could consist of
the halls belonging to a particular country. All member states of the Council
of Europe have their own rich culture. Each country could be entrusted to
provide the hall belonging to it with samples of exhibitions and documents
reflecting the brightest peculiarities of its culture. Since the particular
country of the Council of Europe would create the hall reflecting the history
of its culture it could prevent arguments. At the same time each hall could be
established professionally and correctly from the scientific and historical
point of view.

At the same time, since this
great museum demonstrating the culture of 46 countries and the path of
historical development of the Council of Europe could be established by joint
efforts of the Council of Europe and 46 countries through concrete separation
of tasks, this would not create problems from the political point of view and
could be set up speedily. Each person visiting this museum would observe
during one or several hours the history of cultural development of the whole
of Europe. This museum of the history of culture would also possess big
political value and demonstrate practically to the visitors to what extent the
people and states speaking in different languages, having different histories
and mentalities are actually close and native to one another as it is an
accepted truth that it is impossible to find another means than culture which
can bring close and unite people.

If each member state of the
Council of Europe draws up its guidelines and publishes it, one could gather
them and issue in a short time a common catalogue of the Council of Europe
museum. Besides all positive signs, this museum would possess another
advantage. It would be the first and only world-wide cultural establishment
in the history uniting 46 countries of the world and become a unique example
of mutual understanding, friendship, peace and co-operation.

Taking into account the
afore-mentioned and in order to implement the idea of the establishment of the
Council of Europe museum, the Assembly should hold discussions and appoint a
rapporteur for the preparation of a report covering this matter in detail.

It also recommends to the
Committee of Ministers to hold a discussion on this issue in the presence of
the Ministers of Culture of the member states and seek for real opportunities
for its solution.
