Intervention of Ukraine in the internal affairs of the Republic of Moldova by politically and economically supporting the separatist regime in Transnistria

This motion has not been discussed in the Assembly and commits only the members who have signed it

1.       During the Transnistrian conflict in 1992, Ukraine supported morally, politically, economically and military the paramilitary separatist forces from Tiraspol.

2.       Paramilitary units of ultra-nationalists entered the territory of the Republic of Moldova and fought for the separatists. One battalion was even commanded by a member of the Supreme Rada of Ukraine, Mr. Vitovici.

3.       Ukraine allowed and facilitated the transit of Russian military forces and Russian mercenaries from Russia to Moldova.

4.       Ukraine never observed the decisions of international organizations with regard to the Transnistria issue:

-        not to allow transit abroad of the leaders from Tiraspol;

-        not to allow transit on its territory of merchandise from Tiraspol;

-        not to allow entrance to Ukraine of citizens having Transnistrian non-constitutional passports, issued by the separatist regime from Tiraspol.

5.       Recently, the Republic of Moldova was obliged to impose some economic sanctions on the separatist regime from Tiraspol as a response to the take-over by force of a segment of the national railway. Ukraine chose to ignore the legal decision of the authorities of the Republic of Moldova and has opened its borders for the merchandise of the separatists on the perimeter of Transnistria.

6.       Taking into account the explosive situation created at the border between Ukraine and the Republic of Moldova on the perimeter of Transnistria, the Assembly calls on Ukraine:

-        to calm down the situation from the Moldovan-Ukrainian border by recognizing only the passports and documents accompanying the merchandise issued by the legal authorities of the Republic of Moldova;

-        to respect the decision of the international organizations, the European states and the United States with regard to not providing entry visas for the leaders of the separatist regime from Tiraspol;

-        to respect the economic sanctions imposed by the Republic of Moldova on the separatist regime;

-        to allow the representatives of the European Community and the official authorities of the Republic of Moldova to monitor the process of transit of citizens and exported merchandise at the state border on the Transnistrian sector.
