Conservation and use of the landscape potential of Europe

Motion for a recommendation

This motion has not been discussed in the Assembly and commits only the members who have signed it

Standard of living of the entire population of Europe as well as its sustainable development largely depend on conservaiton and efficient use of the landscape potential of Greater Europe.

The Assembly should study, considering new realities and increased membership of the Council of Europe, best practices of various countries and use them in this search for landscape problems solution and implementation of basic provisions of the European Landscape Convention; speed-up creation of national landscape legislations, draft plans of action related to the main types of landscape and develop specific mechanisms for practical conservation and sustainable development of European landscape potential.

Analysis of the best European practice as well as enormous landscape potential of Russia as well as other countries makes it possible to follow new approach to sustainable development which is the key issue of today's world.

With a view to develop a common approach to the issue of conservation and use of European landscape potential we propose to draft a report of the Parliamentary Assembly of the Council of Europe entitled "Conservation and sustainable development of European landscape potential" containing recommendations to develop a system of socio-natural landscapes as an effective mechanism for sustainable development.
