Freedom of movement and the Third Summit of the Council of Europe

Written question No 464 to the Chairman of the Committee of Ministers

presented by Mr Oliynyk

As we can gather, the preparation of draft final documents for the Third Council of Europe Summit to be held in May this year in Warsaw is going on very intensively.

      It is very important for many countries, Ukraine in particular, that these documents, it is true of the Action Plan, envisage the creation of the relevant legal basis for facilitating free movement in Europe and regulating migration flows.

      In this connection, I would like to ask the Right Honourable Mr Chairman whether the provisions mentioned, for instance those contained in our Assembly’s Recommendation 1648 (2004) “The Consequences of EU Enlargement for Freedom of Movement among Council of Europe Member States” have been included into the Action Plan and, if it is not the case, why.
