Evaluating the role of the Council of Europe during the presidential elections in Ukraine

Motion for a resolution

presented by Mr Gross and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

1.       The Assembly takes into account the high quality of the Parliamentary Assembly’s monitoring process of Ukraine during the last seven years and the accuracy of the suggestions of the Parliamentary Assembly and the Venice Commission for the changes of the Ukraine Constitution and the Electoral Legislation.

2.       The Assembly regrets the absence of the Council of Europe from the negotiations that had taken place following the publication of the results of the second round of the presidential elections in Ukraine, which is a member state of the Council since 1995.

3.       It insists on the need to avoid such marginalisation of the Council of Europe should similar events arise in the future in a member state.

4.       Consequently, the Assembly asks its relevant Committee to evaluate the different contributions of the different organs and bodies of the Council of Europe to the changes in the process of the 2004 presidential elections and why the Organisation was so marginalised at least in the public European perception.
