Newly created terrorist organisations, saboteur centres and new occupation plans by Armenia against Azerbaijan

Written question No 472 to the Committee of Ministers

The Republic of Armenia has been continuing to occupy 20% of the territory of Azerbaijan for 13 years. Although one of the main commitments undertaken by Armenia is to solve the conflict peacefully, instead of putting an end to its aggression Armenia is carrying out large-scale actions with a view to enlarging the limits of the occupied territories.

      The creation of 13 different terrorist groups, illegal armed units and ideological saboteur centres only in the first months of 2005 and the activities which they began to implement cannot but raise serious concerns.

      The majority of these organisations and groups are leaded by the high rank experienced militaries who have worked in enforcement structures of Armenia in different times.

      “The group of Arab Armenians” (its Baghdad section has also been created on 2 May 2005) set up in Armenia in April 2005 is in charge of transportation of nuclear materials to the Nagorno-Karabakh region and other Azerbaijani territories under occupation. This occupation is composed of young people from Arab countries.“

      “International Bureau”, an illegal armed unit created in March 2005 in the territories of Stepanavan and Akhurian regions of Armenia, is engaged in the sell of weapons and in preparation of special saboteur plans against Azerbaijan.“

      “Youth union against Turks”, created on 22 March 2005, is an organiser of terror acts against the Azerbaijani young people studying abroad.“

      “Azerbaijani Bureau of Church Council”, an organisation created on 7 April 2005 is financed by Echmiadzin and this organisation has special saboteur plans against Azerbaijan. In the leaflets distributed on 24 April 2005 in Yerevan, a call on “death to the world of Azerbaijanis” was reflected and a comprehensive terror plan aimed at realisation of this call.Th

      The organisation “Vartan’s warriors”, well-known for its terrorist activities, has created a new special armed unit in February 2005. Two members of this unit, namely M Sasunyan and E Janiyan are the financial co-ordinators of “Al-Qu’ida” for South Caucasus. This unit has concrete plans on mass intoxication and perpetration of terror acts at the end of 2005.

      “Red Cross – 2” organisation, which started to function actively from 3 March 2005 gathers the specialist on nuclear field and this organisation has designated Azerbaijan and Turkey as main targets. The member of this organisation, Prof. E Armenian has set up a toxicology laboratory on the territory of the occupied Nagorno-Karabagh region and has been conducting experiences on Azerbaijani prisoners and hostages.Pl

      Plans of “Organisation of comers from the Countries of Independent States”, “Haydad Bureau”, “Vartan’s warriors”, “Organisation of North Artsakh” and other Armenian terrorist and saboteur units are aimed at expansion of aggression against Azerbaijan, the occupation of a number of Azerbaijani districts around the Nagorno-Karabakh region of Azerbaijan, which they call “North Artsakh”, the occupation of Nakhitchevan region of Azerbaijan and assassination of well-known Azerbaijani intellectuals and public figures according to a special list.

      The intention to occupy Tartar, Khanlar, Goranbay districts of Azerbaijan, territorial claims on the non-occupied parties of the Karabagh region, the declaration on the Armenian press on seizure of Kamarly, Dash Salahly and other villages of Gazakh district are not only words and a serious work is carried out with the population for achieving these aggressive goals.

      Taking into account the afore-mentioned Mr R Huseynov asks the Committee of Ministers,

      Why does the Committee of Ministers delay in taking urgent steps and effective measures for sanctioning Armenia within its competencies in order to prevent such activities and plans, which demonstrate about the tight links between the international terrorist network and Armenia, that is not threatening only Azerbaijan, but also in general peace and stability in South Caucasus.
