Voting in the Parliamentary Assembly must be made in the spirit of openness, transparency and accountability

Motion for a resolution

presented by Mr Bērzinš and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

Taking into consideration the principles set out in Chapter Five of the Warsaw Summit Action Plan, asking for all Council of Europe bodies to work more efficiently and transparently.

The Parliamentary Assembly underlines its commitment to work efficiently and transparently.

Voting in the Assembly must be made in the spirit of openness, transparency and accountability.

Parliamentary Assembly votes should be open and transparent.

In many national parliaments votes by individual members are public knowledge.

Members of the Assembly should be accountable to the general public for how they have voted.

Therefore, the Assembly resolves to ask the relevant Committee to prepare amendments to the governing Rules of Procedure, with a view to making print-outs available to the Members of the Assembly and interested parties immediately after each vote, as well as making the individual votes available to the general public via the internet appended to the minutes of proceedings of the relevant debate.
