Missing persons in Azerbaijan

Motion for a recommendation

presented by Mrs Hajiyeva and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

The Armenian-Azerbaijani conflict started in 1988 led to occupation of 20% of the territory of the Republic of Azerbaijan and disappearance of thousands of people basically living in these territories. According to information provided by Azerbaijani officials updated on 16.06.2005, the number of registered missing citizens is 4808 including 54 children, 320 women and 408 elderly persons.

      Furthermore, in accordance with the information provided by the ICRC on the basis of appeals of relatives of missing persons, the list, which is not exhaustive and not updated after 15 January 2004 includes the names of about 2500 persons.

-       Referring to Article 2 and 5 of the European Convention of Human Rights, which prescribes for everyone's right to life, liberty and security;

-       Recognising the right of family members and friends to know the truth about the fate of their missing relatives and beloved ones;

-       Taking into account that thousands of relatives are continuing to appeal to the Council of Europe and the Parliamentary Delegation of Azerbaijan to PACE with the request to assist them to get any information about the destiny of their missing relatives;

-       Recognising the necessity to urgent solution to this very sharp humanitarian problem for about five thousands missing persons and thousands of those, who have been waiting for any news about their family members for more than 10 years,

      The Assembly calls on the Committee of Ministers to ensure the implementation of the European Convention on Human Rights on the territory of its member states by using all the effective means at its disposal.
