<p align="justify">Pursuant to Article 9 of Resolution (99) 50 on the Commissioner for Human Rights of the Council of Europe and the rules adopted for drawing up a list of three candidates in conformity with that Article, the Ministers&#8217; Deputies, at their 936th meeting (7&nbsp;September 2005) adopted a decision, copies of which I enclose in English and in French, designating the three persons whose candidature has been accepted. </p>

<p align="justify">You will note that the names, which I formally submit with a view to the election of a Commissioner by the Parliamentary Assembly, are presented in alphabetical order.</p>

<p align="justify">The Deputies, having voted by secret ballot in accordance with the procedure adopted by the Deputies at their 677th bis meeting and confirmed at their 935th meeting, decided to transmit to the Parliamentary Assembly, in accordance with Article 9, paragraph 1, of Resolution (99) 50, the following list of three candidates, in alphabetical order:</p>

  <ul><p align="justify"><b><u>Swedish candidate for the post of Commissioner for Human Rights of the <br>
Council of Europe</u></b></p>

  <p align="justify">Dear Mr Secretary General,</p>

  <p align="justify">It is a great pleasure to inform you that Sweden is presenting a highly qualified candidate for the post of Commissioner for Human Rights of the Council of Europe, <b>Ambassador Thomas&nbsp;Hammarberg</b>. A former Secretary General of both Amnesty International and Swedish Save the Children, Ambassador Hammarberg has long experience, both national and international, in the human rights field.</p>

  <p align="justify">In addition to serving as Secretary General for two well known international non-governmental organizations, Ambassador Hammarberg was Special Representative of the UN Secretary General on Human Rights in Cambodia for four years, and served as the Regional Adviser for Europe, Central Asia and Caucasus to the UN High Commissioner for Human Rights between 2001 and 2003. He has also a background as a politician, has held an important position with the Department for International Law and Human Rights at the Swedish Ministry for Foreign Affairs and has functioned as a Special Adviser to the<i> </i>Swedish Government on Humanitarian Issues.</p>

  <p align="justify">At present Ambassador Hammarberg is the Secretary General of the Olof Palme International Center and chairs the Board of Trustees for the UN Voluntary Fund for Technical Cooperation for Human Rights.</p>

  <p align="justify">I am fully convinced that Ambassador Hammarberg has the professional and personal qualifications as well as the commitment needed for this important post.</p>

<p align="justify">Marek Antoni Nowicki is an eminent lawyer and an internationally recognised specialist in the field or human rights. Throughout his long, outstanding career spanning more than twenty years, from an involvement in the Polish &#8220;Solidarity&quot; movement to the very demanding function of International Ombudsman in Kosovo, he has proved his attachment to the values of the Council of Europe.
