Strengthening of the dialogue between the Parliamentary Assembly of the Council of Europe and the national parliaments

Motion for a resolution

presented by Mr Toshev and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

      The Parliamentary Assembly,

-       Having regard to the Warsaw Declaration and the Action Plan of the Third Summit of Heads of State and Government of the Council of Europe in respect of ensuring compliance of the commitments made by member states and the political dialogue;

-       Reaffirming its position expressed in Resolution 1289 (2000) on the Parliamentary scrutiny of international institutions;

-       Underlining the importance of National Parliaments being aware to a much greater extend about the discussions taking place in the Parliamentary Assembly of the Council of Europe;

-       Supporting the continuation of the regular meetings of the speakers of the Parliaments of the Council of Europe member states on frequent basis;

-       Stressing the need for the development of a much more effective mechanism – within the Assembly – for the assessment of the results and the consequences of the adopted resolutions and recommendations which will help to improve the decision-making process accordingly, and will give the opportunity for greater involvement of the National Parliaments in common actions;


1.       To scrutinize on an annual basis the outcome of the adopted Assembly resolutions and recommendations, the extent of their consideration by the National Parliaments and, when needed, to have follow-up measures;

2.       To develop to a much greater extent an impact assessment for the proposed measures and to implement this mechanism in the decision-making process of the Assembly;

3.       To create an efficiency assessment mechanism in order to evaluate the results of the decisions and proposals of the Assembly;

4.       To establish a mechanism for permanent dialogue between the Committees of the Assembly and the Standing Parliamentary Committees of the National Parliaments;

5.       To make this dialogue transparent, actively inviting media and NGOs to be aware of it.
