The need for recognition of the Republic of Cyprus by Turkey

Motion for a resolution

presented by Mr Eörsi and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

1.       Due to disagreement between Turkey and Cyprus on the legal status of the northern part of the island, Turkey has not recognised the Republic of Cyprus.

2.       While it is regrettable, though understandable, that there are disagreements between member states, lack of recognition is not a legitimate tool in resolving disputes.

3.       Turkey applied for membership in the European Union, where Cyprus is one of the member states.

4.       Both Turkey and Cyprus are members of our Organisation, the Council of Europe.

5.       It is improper and unacceptable that a member state of the Council of Europe does not recognise another member state in the Organisation.

6.       We invite the Parliamentary Assembly of the Council of Europe to adopt a resolution in which the need of recognition of the Republic of Cyprus by Turkey is clearly formulated.

7.       This motion is without prejudice to the substance of the disagreement between Turkey and Cyprus. The Assembly considers that recognition, leading to direct diplomatic channels, can contribute to a large extent to the conduct of substantial dialogue in order to resolve the unsettled problems between two states.
