Aids orphans and vulnerable children

Motion for a resolution
presented by Mrs Paoletti Thangheroni and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

1.       By 2010, the AIDS pandemic will have generated at least 100 million orphans.

2.       It is therefore a matter of urgency that the governments find the necessary resources to help those children lead a normal life through specific programmes.

3.       If those children are left to their own devices, this might lead to a serious problem destabilising society. There is a risk that such children, if not provided with support, will join the ranks of those living on the street and be forced to turn, for their survival, to delinquency, prostitution, terrorism or drugs.

4.       It must be pointed out in this connection that the Convention on the rights of the child lays down the right of every child to appropriate education and reiterates the moral obligation of the States to ensure their equal rights and well-being.

5.       Consequently, the Assembly invites the governments of the member States:

i.       to examine without delay the situation of AIDS orphans and vulnerable children;

ii.       to set up shelter facilities enabling them to become integrated into society;

iii.       to take the necessary measures to allow these children access to their fundamental rights;

iv.       to provide backing for the different NGOs working in this field.
