Dear Mr President,

Recent riots in European countries caused everyone's deep concern as to the future of social stability in our cities and prospects of migration policy in Europe.

That is why we, the members of the Parliamentary Assembly of the Council of Europe, request you to refer the question "Riots in European Cities: lessons and Council of Europe response" to the Bureau of the Parliamentary Assembly of the Council of Europe to be included in the draft order of business of the January 2006 part-session of the Assembly for a debate under urgent procedure.
