Condemning the crimes of totalitarian communist regimes

Motion for a recommendation
presented by Mr Lindblad and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

On 25 January 2006, in a historic decision, the Council of Europe Parliamentary Assembly (PACE) adopted a resolution condemning the crimes of totalitarian communist regimes.

It is most important that we always apply the Council of Europe criteria judging the recent past.

The victims of the crimes of totalitarian communist regimes deserve at least moral compensation for their suffering.

A judicial process should also be considered, as well as establishing an investigating committee of experts investigating the member states.

It is also wise to consider a memorial day as well as national awareness campaigns.

This new proposal for a recommendation should satisfy those who in January 2006 wanted to refer the report back to the committee, now there is a possibility of deeper research.

      The Assembly therefore recommends that the Committee of Ministers examine these issues.
