Ending all forms of human trafficking

Trafficking in human beings, for whatever purpose – sexual exploitation, forced labour or services, trafficking in organs – is an intolerable evil which violates the fundamental rights of the women, men and children who are its victims.

At the initiative of the Parliamentary Assembly, in 2005 the Committee of Ministers adopted the Council of Europe Convention on Action against Trafficking in Human Beings which seeks to afford protection to the victims of trafficking and safeguard their rights, prevent trafficking and prosecute traffickers. It applies to all forms of trafficking, whether national or international, related or not to organised crime, and to all victims regardless of the type of exploitation to which they are subjected.

We believe that the fight against trafficking in human beings and action to protect victims should be a priority in our member states. We consider the Council of Europe convention to be the appropriate instrument to meet the urgent need for victim protection at European level. Consequently, we undertake to call upon our governments to sign the convention, if they have not already done so1, to call upon our national parliaments to ratify it, and to call on the European Community to accede to it, to ensure that it enters into force at the earliest opportunity.
