Rights and resources for Ingush families

     On 12 April 2006, the Sub-Committee on Refugees of the Pace heard the testimony of two Ingush women living in a temporary camp around the village of Mayskoe in the Prigorodny District of North Ossetia since 1994.

      Instead of allowing the refugees to return to their ancient homes in North Ossetia, the public authorities assigned lands in Novoye with no infrastructure to more than a hundred families. As these families have been deprived of rights and resources, they have no possibility of providing facilities on this land, such as housing and basic services, without government assistance.

      We, the undersigned parliamentarians, request:

1. The authorities of the Russian Federation:

a.       to clarify the legal status of these persons, victims of a territorial and ethnic conflict between Ingushetia and North Ossetia;

b.       to provide all necessary assistance to these Ingush families permitting them to live in dignity, which is a basic human right.

2. The Committee on Migration, Refugees and Population to consider the matter.
