Impediments of the dangerous precedent caused to the future and integrity of Europe by the belligerent Armenia, which is not willing to obey international laws and legal norms

      Armenia is the only state of the Council of Europe which is officially recognised in a separate resolution of this institution as a state of occupation and that by conquering through military intervention 20 percent of the territory of another member state – Azerbaijan. It still continues to keep these territories under occupation for nearly 15 years.

      Armenia is the only member state of the Council of Europe that has created a monoethnic atmosphere by forcing out from the country other people who had historically lived in its territory, and the ethnic cleansing policy that it carries out has been officially confirmed in the special resolution of the Council of Europe.

      Armenia is the only member state of the Council of Europe that is linked directly with the world terrorist network, conducts a policy of terrorism on the level of state, abets terrorism, rewards the perpetrators considered to be the cruellest terrorists of the world, with state awards, ensures providing for safe havens for hiding terrorists, giving them a free hand and deploying the training camps in the territories under its occupation.

      Armenia is the only member state of the Council of Europe which has committed mass crimes against humanity and perpetrated genocides and continues to do so and is engaged in purposeful large-scale ecological provocations aimed at resulting in the extermination of the population of the neighbouring states.

      Armenia is the only member state of the Council of Europe which uses territories of thousands of kilometres in Europe, keeping them completely beyond international control, for the purposes of cultivating and transiting drugs, stockpiling and selling illegal arms and transporting them to other countries, burying nuclear waste and carrying out arcane nuclear research.

      Armenia is the only member state of the Council of Europe which created more than 300 thousand refugees by forcibly expelling its citizens from the country and has created more than 700 thousand internally displaced persons by occupying the territories of the neighbouring state, holds about

3–4 thousand people as hostages and captives in secret prisons and clinics and is engaged in large transplantation trafficking at the world’s black markets by cutting out organs of their bodies.

      Armenia is the only state of the Council of Europe that has not been exposed to any punishment despite all its illegal activities, which fully contradicts the principles of this institution.

Considering all of it,

      Mr Rafael Huseynov asks the Committee of Ministers:

      Does the precedent of caprice, which is considerably dangerous and created by Armenia which functions in impunity against the norms and principles of international law, in contradiction with the Statute of the Council of Europe and in disobedience to the fundational requirements of democracy and human rights, not cause a threat of intensification of a chain reaction; does this syndrome of impunity not cause serious impediments to the future development and integrity of Europe, in particular to the stability and progress in the South Caucasus; and does the Committee of Ministers not intend to finally undertake effective steps to curb the anti-law Armenia, for which the necessity of suspending the membership in the Council of Europe has been long matured?
