Regular violation of the agreement on the cease-fire regime between Azerbaijan and Armenia by the armed forces of Armenia

      Armenia, which has been pursing the policy of aggression against Azerbaijan, has occupied 20% of its territories. Armenian aggressors carried out an ethnic cleansing policy in the occupied territories, having murdered thousands of civil inhabitants (women, children, the elderly). Nearly one million Azerbaijanis were driven out of their native lands and have been living as internally displaced persons for over 13 years. In spite of the fact that in 1994 the sides reached an agreement on a cease-fire, official Yerevan for over 10 years ignores the resolutions adopted by the United Nations Security Council and by the Parliamentary Assembly of the Council of Europe which imply unconditional withdrawal of Armenian armed forces from the occupied Azerbaijani territories.

      Since signing the agreement on cease-fire to this day, having frequently violated the cease-fire regime, Armenian armed forces took as their target the civil population of the settlements and villages situated near the contact line and frontier. Furthermore, Armenian armed forces murdered and injured dozens of Azerbaijani civilians, killing them by snipers in their dwellings.

      Having intensified violating the cease-fire regime, beginning in 2007, Armenian armed forces also intensified taking as their target the settlements and villages situated near the contact line and frontier. In comparison with 2006, the incidents of violating the cease-fire regime have increased by 78% for August 2007. Consequently, the daily living of the ten thousand civilians residing in the above-mentioned territories has been threatened and this situation is deteriorating.

      Considering all of this, Ms Pashayeva asks the Committee of Ministers:

–       what concrete and resolute steps can the Committee of Ministers take within its competence to force Armenia to implement Parliamentary Assembly Resolution 1416 (2005) which implies the withdrawal of Armenian armed forces from the occupied Azerbaijani territories and ensuring the return of Azerbaijani internally displaced persons to their native land;

–       why does the Committee of Ministers not apply its mechanisms of influence to Armenia which violates the principles of the Council of Europe, keeps 20% of the territories of Azerbaijan (a Council of Europe member state) under occupation, ignores Parliamentary Assembly Resolution 1416 (2005) which implies the withdrawal of Armenian armed forces from the occupied Azerbaijani territories;

–       what political and legal assessment can the Committee of Ministers give to the action of Armenia which does not take steps towards the peaceful resolution of the Nagorno-Karabakh conflict which has lasted for over 15 years, but escalates the conflict by violating the cease-fire regime and by slaughtering, wounding and taking hostage Azerbaijani civilians.
