Secret detention centers: clarifying the allegations

Motion for a resolution

presented by Mr György FRUNDA and others

1.        Recalling the adoption of the Resolution 1562 (2007) on “Secret detentions and illegal transfers of detainees involving Council of Europe member states” and the report thereon;

2.        Taking into account the importance of the issue of secret detentions centers for the protection of human rights;

3.        Reaffirming the legitimate right of international public opinion, in particular in the countries mentioned in the report, to find out the truth based on solid proof;

4.        Considering that any report of the Assembly should fully observe the principles and the values promoted by the Council of Europe, among which the most important is that no one can be accused before unmistakably being proven guilty;

5.        Stating that the principles of anonymity and confidentiality should not apply when concerning the content of proof;

6.       Declaring that the members of the Assembly should be able to take decisions with full knowledge of the facts, especially in such serious matters,

7.       The Assembly resolves to draw up a report aiming at deepening the previous investigation and clarifying the controversial aspects related to the alleged existence of secret detention centers in Council of Europe member states, in particular in those mentioned in the report.
