Europe’s endangered heritage

As a follow-up to the European Heritage Congress organised by Europa Nostra in June 2012, the Parliamentary Assembly should pursue the overarching theme of endangered heritage in Europe which is of concern to many member States, with most acute problems in Central and Eastern Europe, South East Europe and the Caucasus. Problems occur for diverse reasons, such as a serious lack of funding in a context of economic recession, a lack of institutional capacity of partnerships, economic pressures from developers, a lack of political will and partnership in a post conflict situation.

Such a report should raise awareness about the importance of more effective policies designed to safeguard cultural heritage with an aim to identify good practice and make practical recommendations on measures which could help to overcome existing problems and tap the economic potential of heritage as a resource for sustainable development.

The report should give political impetus to the implementation of the Council of Europe Framework Convention on the Value of Cultural Heritage for Society (Faro Convention, 2005). Moreover, it could support the European Union-Council of Europe assistance programmes for reconstruction in South East Europe.
