This motion has not been discussed in the Assembly and commits only those who have signed it.

In 2009, the Parliamentary Assembly adopted Resolution 1648 (2009) on the humanitarian consequences of the war between Georgia and Russia, Resolution 1664 (2009) on the humanitarian consequences of the war between Georgia and Russia: follow-up given to Resolution 1648 (2009), Resolution 1916 (2013) on Georgia and Russia: the humanitarian situation in the conflict- and war-affected areas and relevant recommendations.

The Committee on Migration, Refugees and Displaced Persons has worked on this issue and the rapporteur has paid extensive visits to the region. This mandate has come to an end and a new mandate is therefore required to ensure that the recommendations put forth in these documents are implemented to the benefit of the population still suffering from the consequences of the war between Russia and Georgia.

The situation is aggravated by the “continued and increasing activities by Russian security forces to erect fences and other obstacles … which contravene Georgia’s territorial integrity - create significant hardship for residents on either side of the administrative boundary lines”, as noted by Catherine Ashton, the High Representative of the European Union for Foreign Affairs and Security Policy. The residents of the villages Dvani, Ditsi, Adzvi, among others, are particularly affected.

The Assembly should continue its work on this issue to report on the status of implementation of Resolutions 1648 (2009), 1664 (2009), 1648 (2011) and 1916 (2013) and to present recommendations in the near future.
