Non-formal education and good citizenship

The Parliamentary Assembly supports the purpose and value of non-formal education, particularly through the work of world youth organisations, since thereby young people are equipped with the enterprise, skills and attitudes necessary for good citizenship.

The Assembly notes that employers appreciate such attributes, and thus recognises the useful connection between non-formal education and employability.

The Assembly recalls its own Resolution 1930 (2013) on Young Europeans: an urgent educational challenge.

The Assembly therefore considers that non-formal education is an essential component of learning in the 21st century as well as a life long process. Those shaping policies are urged to:

  • seek dialogue with non-formal education organisations;
  • deploy the skills, resources and experience of non-formal youth educational systems;
  • strengthen links between formal and non-formal education in order to assis the development of the full potential of the individual.
