In the draft resolution, at the end of paragraph 12, insert the following sentence:

"Open Government Partnership declared Azerbaijan's membership inactive for the second time in May 2016 over the government's treatment of civil society, urging Azerbaijan to address fundamental legislative and practical obstacles to the work of civil society organisations."
