Parliamentary question to the Chairperson-in-Office of the Committee of Ministers

The pro-separatist channel "Artsax TV" has been broadcasting from the Armenian-occupied territories of Azerbaijan since 6 January 2018. The headquarters of Intelsat international telecommunication network that covers a region including Europe, Africa, Asia, the Near and Middle East, the Mediterranean Sea and Indian Ocean, and the broadcasts of which can be watched in nearly all global points, is situated in the United States, a co-chair of the OSCE Minsk Group which bears direct accountability for resolving the Nagorno-Karabakh conflict.

The launch of such a pirated and in fact viral TV channel with direct control of the unrecognised separatist regime in the global network of misinformation contradicts international law and promises serious threats to the process of negotiations and settlement.

Mr Huseynov, to ask the Chairperson of the Committee of Ministers:

Which steps can the Committee of Ministers take, within its competence, to prevent such cases and stop the broadcasting of this channel, which contributes to the open and unhindered spread of separatism?

Reply by the Chairperson of the Committee of Ministers

As indicated in the question raised by the Honorable Member of the Assembly, the headquarters of Intelsat International Telecommunication are situated outside the territory of a member State of the Council of Europe. As such, this question does not fall within the competence of the Committee of Ministers.
