This motion has not been discussed in the Assembly and commits only those who have signed it.

As the Council of Europe celebrates its 70th anniversary, one may be proud of its achievements and of the key role it has played in the democratic transformation of the European continent.

However, its statutory goal, which is “to achieve a greater unity between its members for the purpose of safeguarding and realising the ideals and principles which are their common heritage and facilitating their economic and social progress”, is still far from being completed.

The potential of our Organisation as a pan-European platform for constructive political dialogue and co-operation in building a united European human rights and rule of law space needs to be further developed and consolidated.

Against the background of multi-faceted challenges to the international order, both in Europe and beyond, the Council of Europe contribution to maintaining inclusive democratic security based on effective multilateralism is needed more than ever. Its role as a cornerstone of the European political architecture must be strengthened.

The Parliamentary Assembly must continue to be a political driving force of the Council of Europe. It must remain at the forefront of efforts to re-affirm commitment to and safeguard the sustainability of the European political project.
