MOTION FOR A RESOLUTION

on a new project for European unification

presented by Mr PINI and others

1. Events in recent years and their consequences at political, economic, social and cultural levels have brought about such profound transformations that they challenge the geo-political balance of the world, and therefore the role of Europe.

2. The projects for European political unification pursued hitherto have not obtained the expected results and consequently require critical reappraisal and consideration of the new responsibilities incumbent upon Europe.

3. It is also obvious that the dramatic situation facing Central and East European countries imposes new responsibilities on Europe and necessitates a relatively long transition period before European integration can be achieved.

4. We must take advantage of this situation to develop real awareness of the responsibilities falling on us all and clarify the conceptions likely to foster the introduction of a new European institutional order.

5. For those reasons the Assembly considers that the scene is set and the time ripe for promoting a detailed, exhaustive study of a new project for European unification to take account, inter alia, of the political and institutional transformations in Central and East European countries.

6. The study should facilitate the launching, on the basis of a forward-looking analysis, of a new project for European political union on which to lay the institutional foundations of a "new Europe".

7. The Assembly considers these proposals worthy of immediate implementation, even though they necessitate broad consultation.
