COMMUNICATION FROM THE PRESIDENT OF THE STANDING CONFERENCE OF LOCAL AND REGIONAL AUTHORITIES OF EUROPE
transmitting to the Assembly the text adopted at the Standing Committee (14 September 1992)
RESOLUTION 240 (1992) (1)
on the development of the activities of the
European network of training centres for local
and regional authorities staff
The Standing Conference,
1. Having regard to the report on the development of the activities of the European network of training centres for local and regional authorities staff presented by Mr Dieckmann on behalf of the Committee on Structures, Finance and Management;
2. Bearing in mind its Resolutions 167 (1985) and 168 (1985) on the European Conference on the Problems of Local and Regional Government Staff and on a declaration of principles concerning the staff of local and regional authorities, respectively;
3. Noting that since its creation in 1989 the Network has contributed to fill an important gap in European co-operation as revealed by the facts that participation at its seminars has grown beyond all expectations and that the institutions members of the Network cover the bulk of the expenses involved;
4. Stressing:
a. the important role played by the Network, and its member-institutions, in the programmes of co-operation with Central and Eastern European countries in the field of local democracy;
b. that since 1990, training institutions from these countries regularly attend the seminars organised by the Network;
5. Aware, however, that co-operation in this field is particularly difficult to organise and implement given the diversity of national training systems in terms of sponsoring arrangements, emphasis laid on different types of training (basic-training; in service training, etc.), relations between training institutions and the national associations of local and regional authorities, etc.;
6. Supporting, therefore, the efforts made by the Network to establish a stronger and more stable basis for pan-European co-operation in this field while:
- respecting the role of national training centres, in accordance with the subsidiarity principle;
- broadening the scope of the Network, in particular by increasing the participation of local and regional training centres within it;
- starting and developing the co-operation with the national associations of local and regional authorities which can best appreciate the needs of staff training;
- avoiding the creation of a heavy infrastructure which could rapidly loose efficiency;
- developing existing co-operation with other institutions and networks active in this field (e.g. SCEPSTA, CEDEFOP, EIPA, PHARE programme) and with the representative European trade unions of local and regional authority staff;
7. Aware that the institutions members of the Network consider that in the present circumstances the Council of Europe, provides an appropriate political and institutional framework to promote and develop pan-European co-operation in this field;
8. Stresses that for the Council of Europe to meet these expectations it is necessary to increase the financial and, even more important, human ressources which it currently allocates to this activity;
9. Asks the Committee of Ministers of the Council of Europe to recognise the relevant political role played by the Network by voting the increase in the resources allocated to the Network called for in the Standing Conference's budgetary proposals for 1993 (namely to cover extra interpretation, consultants and secretariat support costs).
10. Instructs its Committee on Structures, Finance and Management to organise a second European Conference on the problems of Local and Regional Government Staff called for in Resolution 167, giving special attention to pan-European co-operation in this field.
